HR Service Delivery in the Federal Government: Are You Sourcing Ready? Federal departments and agencies increasingly are exploring their sourcing options for HR service delivery – including in-house consolidated organizations, Federal Shared Services Centers (SSCs) and commercial providers – as a means of transforming their human resources (HR) function for higher performance. They believe that by making the appropriate sourcing decisions, they may achieve greater control, avoid capital outlays, reduce operating costs, provide better service, and better focus on matters of greater value.
